The Toronto Police force is shrinking, through retirement and these “cuts”, as the Police union calls it, means new personnel aren’t being hired to replace them. That is why homicide calls and other incidents are taking longer to be responded. There is a tacit cut in personnel by not replacing retiring officers. Between now and 2019 another 500, or 250 officers per year will retire out of the job, to be replaced by 80 new hires after January 2019 (article).
It is practically a truism that each time a police force is threadbare tensions will rise in the city. More man power means less aggression not more aggression, and quicker response times into situations. I back a fully staffed police force for Toronto – keep the levels the same and even hire more and more diversity.
